Upgrade your Heroes. For example upgrading any hero from purple to gold will complete that quest. There's a scale of points based on the rank and colour of a hero so there's so simple answer. A new hero at grey from rank 1 to rank would not finish the top tier of that quest.

if you have a very short period of time left on the research it could save you a couple gems

but the gem cost scales at a more favourable rate than the cost of buying the speeds themselves

I certainly would recommend using speeds (as long as you have enough to instantly finish the research with them) but I wouldn't recommend buying them with gems

To log in with account linked with FB - switch device, to log in to account with Gmail - switch account. Linking only with iOS Game Centre is fraught with issues. Sometimes when you get logged out you get stuck in a guest account (a new one). If that happens skip the intros and try to switch account again. If that doesn't work try restarting your device. If that doesn't work contact Live Support, it is a known issue, it helps if you know your igg id and some identifying info about your accounts.

For a genuine answer to getting t4 at minimum cost, yes it will take about a year and you will need to play smart. You will need over 600k gems (200k each for the 3 "gem buildings", plus golden hammers for necessary level 25 buildings, and if you're smart the treasure trove maxed as well).
Get into a good guild. Do not waste gems or speeds lightly. Focus on economy and military research. Don't do wall/defence research. Hunt monsters as high level as you can as often as you can. Take advantage of boosts and useful hell events. Do well in guild fest - those rewards help a lot.
Most of all being in a good guild makes a huge difference.
