For Sub MK11, his Mini-Game on SP2, even if he reaches exactly 90%, there's no guarantee he'll trigger a Paint Blow. I've had situations where I'd reach exactly 90%, and the Paint Blow would only trigger with a 50% chance (this is my personal experience; the number could be lower).

But if he reaches 91% or higher, SubMK11 will perform a Paint Blow. There's also the fact that the camera works differently during a Paint Blow. Sometimes you can see the entire arena and Subaru hits the enemy beautifully in slow motion, while sometimes the cameraman switches to slow motion but also zooms in on the slow-mo hit during a Paint Blow.
Everything I've written now has always been like this with Subaru since his inception, and it's my personal observation of him. There's also something about the bomb, but that's another story.

And don’t forget to level him to 50 fast as well
