rigging xrays is actually quite alot of work, and mk2 movie kitana is more of a reference kitana than a "mk1 kitana" so for the devs, taking the time to rig the models and everything isnt really worth the effort over making some other mk1 xray like shaos as he was a bigger release you know hes the update with the movie and anniversary and such. id also suspect in the future they have plans to add "mk1 kitana" and NOT "mk1 shao khan"
