Fragments are used to exchange for Shao kahn character card. The exchange is only possible when relic hunt event is active
Based on my memory i think you need 20 or 30 something frgments to get f0 Shao kahn.
To make him f1 it will take 70 or so fragments. So to get higher fusion of Shao khan also increases the fragment requirements

Yup, just to clearify you dont lose your original fragments you just need to collect more of it to get f1. so since spec ops and martial artists are limited, you should use outworld, netherrealm or elder gods. Use the strongest characters you have of these classes.
netherrealm you should avoid because hellspawn scorpion takes less damage from them, use outworlders like Mournful Kitana, Pharaoh Ermac and Klassic Mileena to pass this battle

tower gear if possible, for Kitana her bladed fans and block breaker for the others is fine. If your outworld team is kind of weak, use kitana and spam sp1 to the enemies, she is good with her bladed fans so you will be able to contain all three enemies if you're lucky
if you have klassic mileena at good fusion, try a women team using mournful kitana and treacherous tanya to break their equipments

I did, bladed fans for kitana and other block breakers (Revolvers, Rusty chainsaw or Sento blade) for the other characters. Equip them with tower accessories (the best ones you have). If you have a tower weapon (Saphire dagger, Jerrod's spear or Princess guard) then put that weapon to other character than Kitana and equip that fighter with the blood vial of skarlet

If you have tower armor, put them to your main damage dealers (kitana for example) to keep them alive.

You can still participate in the relic hunt. The first tower is generally easy and it also provides 5 fragments. Along with some other rewards such as a silver character (sometimes, not confirmed).
The other towers in the relic hunt require specific class of characters and have boss fights in the end

Thats alright, in Shao Kahn tower if you lose you dont get any rewards. So you can start now and compare your progress. The first time i did relic hunt, I was not able to get Shao Kahn. I only managed to get 17 fragments. But by the time the next relic hunt came i was able to get him at f3. So you dont need to worry if you dont get him the first time
