Then join special h2h to win keys where u can open crates and try to collect every car available in it. For the goal of this game I think it is to max every single car to Stage 7 which is extremely hard but quite a achievement.

If you are awarded during the Campaign, events around these cars will have adjust rewards to balance the "reward value" to be the same overall as cars you are required to purchase. (Do let me know if I've not explained that clearly) But it does make sense to me how it's calculated.
In the last update we changed the end of each tier so you're not given the cash amount for buying your next Tier car, we instead give the car as the reward.

The idea is very good ( depending how expensive you make it) also if you were to add a cooling period to re- purchase that would help.

But if you ask my personal opinion the bigger issue here the algorithm. And your team knows about it. Like when you get to lose multiple times to same racer ( this needs fixing)

Above all to me the idea of free tickets per hour and tickets purchase itself is not right; it just kills the meaning of fair competition. So if once the competition is unfair then it really does not matter how unfair it is (IMO)
