When you have CIR, bulky Kyogre, Grimmsnarl and Amoonguss on your team, you don't tend to outspeed a lot of stuff even if you get an Icy Wind off.
The only really fast guy here is Scarf Urshifu, but he outspeeds almost everything anyway.

I think most run 27 specifically to underspeed minimum Speed CIR, Ursaluna and Iron Hands so they can Spore them before getting KO'd.
But they also get to be as fast as possible outside of TR.
