this is a really good question - here's my opinion

I think before you even touch showdown, it's valid and reasonable to theorycraft moves/EV spreads. You can also have basic gameplans, but you shouldn't be fully plotting out matchups before you even test the team.

But most of this process of tweaking and perfecting a team comes while you're playing with it, it's a fluid process. The best players are always analyzing their replays and thinking about how they can approach certain matchups, how they can change their EV spreads to live certain hits/secure certain KOs, and if a pokemon needs to be dropped/added to make the team stronger. You can't really get great answers to these questions without playing games, because otherwise it's all just theory and you could be caught up in your own head
