You can only "exchange mons" (I got timed out for saying the proper term 💀) within a 100m radius, and although the mon you give to the other person doesn't have to be good, "exchanging mons" with a new friend, especially with legendaries, can cost upwards of 1 million stardust per "exchange".

If you're talking about perfect IVs, then it's just purely luck based tbh, weather boosted raid mons are annoying cause they're basically a higher level when you go to catch them post-raid (level 25 I believe as opposed to the normal level 20) and it can lead to you losing a hundo because of that +5 difference in level.
