Finally finished ‘the game (?)’ but you’ve only got a single plate (legend)? Each plates are obtained by different means of defeating a specific ‘Noble,’ there’s no way you could’ve finished the game without defeating all of them.

As for obtaining Arceus, that plays out at the end of completing your Pokédex, then allowing you to throw balls at Arceus, battling and etc.

Swamp is more liable, it isn’t a counter but more like a type that won’t take as much damage from moves such as water

If you wanted, you could go something with a water absorb ability

PKHeX isnt the bot tho. As far as I know, there is no Sysbot yet released for Scarlet/Violet. At least not from those who originally made them and who are also developers of PKHeX. Chien Pao or Weavile as a counter to decidueye as they outspeed and have perfect coverage for it, garchomp to counter ampharos and have a good sweeper, charizard or ninetales for shedinja and aegislash, as well as a lycanroc day for stealth rocks and accelerock for shedinja to be fully countered (You can give it close combat for the zangoose). I recommend having mimikyu to counter any fighting moves against your weavile/chienpao, and perhaps some other pokemon you would like

From what I can see on the internet it might not be possible. Volt Tackle isn't a standard egg move but a special egg move. Your best bet would be to try and continue breeding pichu with VT and hope one of them ends up being shiny
