Eagle imo is superior to scorpion for three reasons:

1. it helps you most when you need it most - vs an enemy using suppression against you
2. it benefits from the right-side of the perk tree. For high-level play, this means it can be boosted at the same time as shark formation (scorpion cannot be boosted in this manner)
