there is plenty of stuff you can do on the EL map that would help MM and make it more interesting as well. (I posted it over a year ago in feature requests but nothing happened). Like having some areas of the map/buildings where only MM can go/attack. Or have one gate that is only for MM. Sure details would need fine tuning, but there is plenty of interesting ideas. Also you could do terrain, where some areas of map are different terrain, for example only army or navy can be used there. instead of it all just being same huge map everywhere

i'm not sure whales would riot (as long as it's done fairly and clearly). My guess is many whales would actually like a more interesting game with more need for teamwork / tactics. The game is becoming very one-dimensional before titan gear and that has made it just ultra one-dimensional. I'm sure many whales would like more strategy and tactics back. The biggest risk for anyone leaving the game is boredom

that one change is dead easy to do and understand and has massive change on strategy and game play

means you actually need strategy to expand efficiently

and gives MM important fighting role on boundaries as you expand
