Well if it is 2 from the 3 of crimson/rei/yuu, then I think Bailos would be stronger third hero since much bigger attack enhancer. In most situations Megatron is better since he is versatile. But here for pure navy then Bailos should do well even though she is old. And you can watch for new navy heroes in future
