The match grade only increases the damage range which is good, but the the division increases the body part damage multiplier which is also good and the task force increases the damage range, bullet speed and body part damage multiplier which is even better

You realize that both taskforce and division barrels only increase like the lower arm (or something) by like 0.1x..... It's pretty much useless overall
You're better off with using matchgrade barrel aka extending the 5tap range as much as possible

The second range with taskforce goes out to 30, that is more than the 3rd range with division. You will be doing more damage overall with taskforce

like, do you base it on the gun, the playstyle, the mode, etc?

usually i just default to lightweight/dauntless on red, quickfix/toughness on green, and hardline almost exculsively on blue; but i've heard a lot of people say using dead silence is important (i rarely play snd but people are saying it is useful even in respawn modes)

i dont pay attention to what guns or playstyle i tie them up with, and i feel like i am losing out on a lot of efficiency doing this

It's honestly up to personal preferences with a bit of what weapon you're using
like raal mg: You're probably not going to use perks like toughness since hitflinch is already really low. With a sniper, then toughness is used
In different game modes, perhaps ghost and cold-blooded would help in evading enemies or persistence cus persistence

If the weapon used has a small magcap or a high ROF like mg42, vulture helps
