• You notice someone at long range aiming at you, he is using an M13 but you are clearly a better player
• Due to your superior skill, you fire first
• But despite all your skill, you still lose because over 350ms of TTK advantage
• Even if he missed, he would still have an extreme advantage

No matter how well you play in this scenario, you will lose unless you shot him first for a good amount of time

But because enemy players are a more prominent threat than vehicles, HDR is placed above it

for overall good neutral guns, consider the Grau, HVK, M13 and FFAR
