As I said once you start understanding the game and guns, you'll be able to tell apart which attachments are good for which guns and which are not

It just needs experience

You can use guns and builds that suit your playstyle. If you are good at cqc, go with good close range smgs and if you're good with long range, choose ars or medium range smgs and build them accordingly. There's no perfect build. It all just depends on how you prefer to play.
