Most cost effective way is to pull one copy, then you'd just need 50 shards from the mission, 30 from ppc shop, and 40 shards from Voucher to get her to 3S. But if you rather remain f2p, just don't pull, get the 50 shards for her first copy, and 30 shards from ppc shop to 2S.
