It's the actual burst that gets gimped. If the summons positions are weird then there will be times the small summons block all 3 of her burst instance. The first one blocks, gets refreshed but an enemy gets killed somewhere else in her range, replaces the old one, blocking the enemy, preventing it from being hit by the burst
