Zuo is a "Boss Killer" unit, he wants to 1v1 the boss so that he gets his HP reduced = faster SP = Spammable skill
But the team is already overkill, you will kill the boss before Zuo actually gives any value

Not to mention Ulpi already handles whatever boss Zuo will do

He is also very high maintenance, needing constant watch since his skill is fast cycle and he is only 1 block. Too much work for barely any improvement in the team

Objectively, you can get by and clear 80-90% of things by hitting your head into the IS6 wall enough times to raise Raidian to a usable level, relying on the power of friendship (Wis'adel and friends) and getting by with a solid enough list of raised welfares after Raidian and Wis'adel carry you enough times.

Practically speaking, waiting 3 months or so is absolute peanuts. 🧓

I'd give it a try first to get a feel for it, basically you place Operators and you can replace them so that the new Operator gains a buff depending on the previous Operator's Class, and you can stack a bunch of them. ASPD and SP can be quite good to stack for example.
