You can have up to 4 Recruitment Slots, It increases as your Office Room in the base increase its level ( you shouldn't do this ), Each slots will have its own set of Random Tags, the Set won't change until you either Refresh it, Use a Voucher to Recruit, or theres an Update that increase the Pool that can drop from it
