Pulling Recommendation
She's not a bad operator, but the upcoming banner (we don't know when) with SilverAsh2 and Pramanix2 is better, and you should save for it. I wouldn't even consider pulling unless you have at least 200 pulls saved.

Having or not having Tragodia doesn't change the pull priority. While her Skill 2 has nice Arts damage, we have better options for that role, especially considering Pramanix2 is coming and is basically straight-up better. Her Skill 3 suffers from the same problem of needing an enabler like Tragodia S3 to work at full potential, and you generally benefit more from using Tragodia S2 + another meta operator.
She's far from bad, but far from meta at the same time

Building Recommendation

• S2M3: If you want to use her as a "chain caster"; the Arts damage is solid.
• S3M3: For shenanigans with Tragodia S3M3.
• Module: Level 1 has the biggest gains, especially for S2. Consider Level 3 only if you're a fan and you know you'll use her heavily with Tragodia S3M3.

TLDR: s3m3>>s2m3 if you have Tragodia, s2m3 if you don't have him

it considers main and side drops

then there is a list of permanent stages normalized to 1 efficiency as the most efficient stage for a given main drop

if you only farm event stages which are more efficient than most permanent stages, using this efficiency metric that is only based on permanent stages would be misleading as you could have a high efficiency event stage that drops the same material that is a side drop for X main material on a permanent stage, this X material can also have a low drop rate, assigning more weight to the side material (this weight being less valuable given that it can be farmed more efficiently than in X material stage), then you could also have X material on an event stage with a higher drop rate that is just below 1 efficiency, because the side material can be farmed more efficiently in event stages, then shouldnt the X material event stage be in reality more efficient?
