Problem with Delta is that its much more expensive

Prism is a very valuable resource, which has very little sources of especially after ATO
Why waste it on Thorns, future operators are more likely to use it, it's much better to save them for those Operators

While yes, Delta is better for tougher enemies
But the performance difference of X vs Delta isn't that large enough to warrant wasting Prism of all things for it

While sure players who likely uses Thorns are probably newbie, it's still unlikely for them to not have any other options
Silverash is a much better answer for Boss, and even in the off chance they choose not to get him for gods knows why, they still have Tequila
Thorns doesn't need to handle those tougher enemies, your other operators can handle it
