are you on a 252 setup? if so having a level 2 TP allows you to have 1 more level 3 factory which is a big plus point there. also due to how proviso base skill works, having level 2 TP allows her base skill to have 100% uptime and basically 166% / 200% the actual productivity by simple maths.
