Usually you stock up on as many mats as you can during events, then if you need some in a pinch, there's IS rewards and RA rewards that have some, alongside lmd and exp too
There's also the green certificate shop, tho you most likely only use your excess there, but if you need some mats urgently it can be useful (also the parametric shop)

During deadweeks (times when there are no events ongoing), you mostly farm 1-7 (t2 rocks which are the exception), and chips, red certs, skill books depending on your needs
