The reason you can use tp lv2 for proviso is because her base skill will affect all orders in a lv2 tp
Whereas the highest order of a lv3 tp wouldn't be affected by proviso
So you lose a bit of efficiency compared to a lv3 tp, but it's very mild
And as i said you can always put proviso back when she's resting, so that you can drone
But yeah, there's no proviso placeholder when she's out
