Just build sakiko, she's your primary investment. You can raise the other ones slightly with exp cards but promotion isn't necessary. Only promote sakiko for now. Your roster is smaller than your squad limit so just use everyone...

I think you should also have like, a six star operator voucher in your inventory. I'm not sure if new players get that but try checking it
