basically a liberator doesn't attack or have a block when they are in idle (by default).
However when you activate their skill they become active and gain their default block.
This may seem bad, but what some people dont know (due to incapable of reading, like me) is that during their idle, they gain charge (gaining atk passively as time passes by). You'll know if you gain max stacks by looking at their stats in battle if the stacks stops growing.
Until then, wait out till its maxed then use the skill to nuke enemies in its range.
Liberators like leizialter and mylnar are rlly good for nuking.
