ulpianus' mod is primarily for his self-sustain, you dont really care about the atk/hp whatever stats from it 99% of the time
the main appeal is unlocking more situations where he can survive for considerably longer/infinitely, heal from a new set of enemies, and do all of this without requiring gladiia, which—if you haven't noticed—is heavily biased towards his s2 and afk gameplay; his s3 is more "quick in and out," especially against stronger enemies.
tl;dr it can help quite a bit if you're an s2/afk enjoyer, otherwise its benefits are minimal

each new e2 (590k lmd/361k exp) costs considerably more than just going from lv20-lv60 (160k lmd/204k exp, plus 80k/180k/300k lmd for mod1/2/3), some mods can boost the power of your already fully built units by upwards of 30%-50%, its better to focus on mods

There is like 400 operators, outside few generally recommended welfare characters all depends on what gacha gives you. Building characters can take quite some time due material farming etc (especially on game start because you wont have stockpile of stuff you didn't need asap from events)
