Ohh that's a good question! Currently I make a small thumbnail first to plan the rough composition and colours. Then when I'm about to make an actual piece, I just rescale the thumbnail and outline the sketch underneath while keeping the rough colours under it. Once I'm done with the outline, I just add more or reduce the rough colours to fit within the outline then finally I merge the layers and render from there (sometimes I just merge the rough colours and render it under the still intact outline layer, then at last I merge it down for fine tuning)

Oh! I'd say, take a lot of references, or find a reference (can be from in game screenshots), then practice by simplifying the major sections of backgrounds as a big block of colours and put it as little detail (no need to go heavily detailed, just as rough as u like if you want to practice first)
