You can use the lasso to select the eye, then use the move and go to perspective and flip it manually, or make sure that eye is on its own layer and flip that layer (a lit easier)

Can also just be dots and then motion blur in a certain direction and add layers of it to make bit foreground, mid and background

make a layer underneath and just use a big brush to block in the colours
you'll free yourself up to experiment much better that way, then clean it up afterward

if you paint the background first, the local colour of the environment will affect the way the colours for the character works, so you can make them stand out better because of it
e.g. if you had a darker coloured bg and the foreground character is lighter, it creates a stronger contrast
