Yeah I think the smokies are hallucinations. The sky kids in the fire trial may have felt overwhelmed, stressed, and scared inside a dark cave with not much light, thus starting to hallucinate. Their hallucinations seem really powerful tho since they disintegrate at the smoke's touch, but perhaps those moments were just sky kids thinking about what would happen if they touched those hallucinations.
