it's strictly related to what device you have. The following are affected:

• some iOS devices
• Android 9 and below
• Some Android 10+ (Not all builds however)

But this hat cosmetic going IAP just because players who bought it first time round complained to TGC that it would no longer be ‘as exclusive’. It's because some players feel that stuff they paid for should remain paid for. I’ve paid for specific cosmetics and access passes in the past, and I surely like that they are rare and offer at least 5-6 months of exclusivity. It is a good point that the base game itself is free. I adore it. But overall, Skys base game can be completed in a few hours sitting. It really does shrink when you've gone through it a few times.

Tgc sets a price in the app store, and then google/apple adjusts for taxes and currency exchange rates. Google/apple also takes a cut of the profit, and some countries are more expensive due to certain laws. Unfortunately, the differences in prices in other countries is out of tgc's control
