You might be getting it without realizing it, you would have to remember exactly how much of a fraction of a candle you started with to notice. And keep in mind these are just estimates not official numbers, so they may not be 100% exact

the second row that starts with the manta pass symbol, that's the pass-locked stuff
so like butterfly cape, cargo pants, bowtie, manta suit, sunglasses- those you can't get without the pass, for now
but both the shell cape and floral cape are obtainable!

The shell collector's cape is at the top of the spirit tree (not counting the seasonal heart). So you just have to buy the other stuff from that spirit first and then you'll be able to buy the cape
