No, that's just something that most of the vault spirits have. You can get a mask that's similar to it from one of the vault spirits in the regular constellation

I think this spirit came already recently in the Chinese server version of the game, so if your friend already got it they may have switched between the 2 servers (but it's not really recommended to do that)

The global server has all events at the same time around the world, just differing in time zone. Reset for candles is always at 00:00 PDT, and you then need to convert it into your own time. The Chinese server is run by a completely different company and had its own schedule. It’s possible that your friend is playing on both servers (global and Chinese), but as the others have said, your friend may be breaking tos to do so
