The shard plants seem to be set in a triangular grid around each shard fragment/main+radiant shards. The plants are set around the shard in this grid.
This is a change from update 0.25.0 on 10th April, shard plants were much more unpredictable before.

It seems that some plants are usually closer to the shard than others, probably the possible locations on this grid closer to the shard fragment is assigned earlier to a plant.

The triangular grid around the shards look like this:

Which exact position is being chosen still seems very random.

For the main shard, first the 7-darkness plant (5 leaves, 2 flowers, counts as 7 darkness) is assigned (to a 2-position in the grid),
then the 10-darkness plant (10 darkness flowers)(to a 2/3-position),
then the 3-darkness plant (3 darkness flowers)(to a 3/4-position).

For a radiant shard, first the red crystals are assigned (to a 2-position),
then the 3-darkness plant (to a 2/3-position),
and then the 4-darkness plant (2 leaves, 2 flowers)(to a 3-position)

Flying plants seem to be set in this grid too but are more difficult to measure, so I left them out for now.

To measure the shard plants, you can use the beach recliner prop from chill sunbather. The two legs on the longer side of the prop have the same distance as two close locations on the triangular grid.

This pattern is not always accurate! Sometimes some locations in the grid are left free without reason, or some plants are not placed exactly in that order. Also, the plant placement seems to heavily depend on the surrounding ground and big objects in the way (trees etc.)

It’s the main shard, so it is a bit bigger, needs more space and lands between two points in the grid (the yellow markings). The 8 points around that are always free of plants (green). And around that, the big plants are assigned first (closest to the middle), then the plants with 10 darkness flowers, and then the ones with 3 darkness flowers around that. There are some places left free where a plant could be, I’m not yet sure why…

This one is probably heavily affected by the main shard right next to it But still, everything as expected except the one 3-darkness plant at the lower left, it should be somewhere closer to the main shard.
The rules I listed are more how it usually works or seems to work, but some shards can be different from that
