There was a feature in a recent update that prevented some players from being able to send hearts to some people to prevent exploitation so that's probably why You need to spend at least 30 minutes with that friend before being able to send a heart iirc. Though if you've spent a considerable amount of time with them already in the past yet you can't send a heart, then it's probably a bug

I think it’s actually a bug :(( I’ve traded with 30 people that day whom I also just added that day, I was able to send the heart in an instant after I added them and unlocked hi5 (the new update was applied to some of them)
