This is an event from the Chinese server called the Qixi festival. Iirc it is a Chinese mythology story about two lovers who built a bridge of magpies over a silver river so they could meet after the emperor of heaven separated the heavenly weaver from the cowherd who had fallen in love with her. The emperor was moved after realizing they built the magpie bridge and allowed them to meet yearly on the seventh day of the seventh lunar month.

This sometimes occurs and we can see the event accidentally bug into international server.
