You can if you have nesting statue! Wear default pants and then the shoes you want, set statue down, switch to pants you want to clip, then equip the outfit on the statue.

Alternatively, any spells of pants without shoes also works for this. Wear pants spell without shoes, equip shoes you want and the pants you want to wear with the shoes, and cancel the pants spell. The shoes will glitch on that way too.
