Imagine if enlistment didn't exist.
You would want hospital capacity right? Of course. Very simple.
But.
Enlistment exists. Enlistment isn't a hospital or a safe keeping for troops, it's a way for them to "give back" to the player to keep them from quitting if they get zeroed 🤷

So, more hospital capacity = less dead troops at the expense of slower duty rate.

Yes indeed. That the duty rate goes down with more troops in hospital is even mentioned in the description for it.
So it's all about healing books giving more hospital capacity and thus lower duty rate when hospital is full?

More hospital capacity adds more enlistment capacity, so depending on the number of troops in your hospital and the number of troops in your enlistment.
Adding hospital capacity could help, could make it worse.

If hospital empty, you're making it worse.
If hospital full, it'll probably help

It's not that it doesn't work. They're just not at a point where it will effect the outcome.

Just like state transfer points. The number of tickets is determined by a power range. If I demolish all my tempest arms, it will lower my score, but the end result is unaffected.
Thus. It's not a matter of if it helped or hurt in my particular scenario, but, I did what I could to help it. Now, if I happen to have breeched that threshold for power rating to get a lower ticket cost. It helped.
But it's more complex than just a state transfer ticket rating cost because the number of recoverable troops from enlistment plays a factor in what your duty rate is. And that number literally changes every few seconds 😂 so, yes, there are times where my "fix" does nothing. But maybe 15 minutes later they achieve the next bracket for higher duty rate where their old design would have taken them 3 hours. So yes... Its a fix.

So I tried to level up my hero's skills using the serum. For some reason, you can level up quickly using capsules and general fragments. But for serum, you need to sit there holding the button for half an hour.

No because the additional requirement to the removal of blue and purple is that the devs provide a greater number of nano materials for a lower cost as you earn them disassembling blues and purples. More nanos would be a reduction in income for them, can't have that. Not worth pursuing
