If a skill outperforms a lot other at round 16+, it outperforms at that.
I think majorly all depends on your role in an alliance and what you want to achieve at which cost.
For a F2P Rally Lead of a smaller alliance - Gold PO can be insane good, while it´s nothing relevant for a Rally Lead like Fred or Suane.

Even RiSt needs time to shine.

not in general, if you are in an F2P alliance the rally lead, you will most likely face no ultra whales. So rallies will last "normal duration"
I have yellow vs yellow lasting between 16-24 rounds most often.
Aside the Rally from Troll on me, but that was my moment as guppy food in the real whale ocean.
But similar strength most rallies will be between 16 rounds + with yellow; red will last longer.
For a rally lead skills like Gold PO or Rising Storm are decent to insane good. PO is the light version of Rising Storm.

But: There are skill like Builing Momentum, stacking over time which i would deffo skip.
So no, it´s not a general conclusion

• We win the preparation phase and invade the opponent’s state
• Regardless of whether we win or lose the war stage

👉 Will we still have a governor alliance assigned, or will the state remain without a governor since we didn’t fight at home?

In short:
If our home capital is empty, is the only way to secure a governor to lose prep, let the enemy invade, and then win at home?
