I spoke to my co-mods and it depends on your alliance's needs. extra hospital capacity is a good choice if your team needs more hospital cap, but if you have other priority upgrades, you would focus on that first instead.
the system is pretty much the same, focus on development, next territory and then the battle needs

1.7k for just achieving all for first time, plus the crate at top can give 2k coins if choose So thats probably 4k not including progressing rewards on rows

if i am not mistaken, Salvation's only difference is removes burn and bleed effect

so in general they are almost the same, Rejuv IV = salvation (except 1 effect)
