If you have received the transfer mail then it is likely your state is included in the transfer schedule.
It officially opens on the 8th of December with the preview/application stage, you should be able to view options for transfer on the 9th.
Once your application is accepted you can choose to move when you like before the end of the event. If you haven’t transferred by the last two days then the system will automatically transfer you to your target state.
No transfer passes are required this time.

This is information from announcements and advice from my co-mods but if you’re unsure still, I’d advise reaching out to Customer Support to be sure.
