Do you mean the first time? Based on observations, the last time states with gen 5 received this after Migo (Project Dominion). But now there is also a new event system and there is always a chance that something will change...

If we consider only official information, then the last thing about it was the following: "Currently, the plan for opening State Transfer is set to begin after the fourth State Event. As per previous state mergers the merge news were announced on the Wednesday in the week prior to the merge (Monday). So for example your state is chosen to merge, you should hopefully receive the announcement on the 3rd of December, the merge would happen on the 9th of December and the State Transfer window would officially open for players to move states on the 10th.
We’re also still waiting for official confirmation but I’d hope you’ll know by Wednesday next week if you’ve been chosen to merge.

Hey Angel. So the information I have is that the first SVS usually begins after the first round of Survival of The Fittest: Bloodsport.

This was usually introduced after 2 or 3 cycles of Survival of The Fittest. So for example if you’re in the second run of SOTF you should expect another round of standard SOTF or the first round of Bloodsport.
The SVS should follow shortly afterwards in rotation with Capital Clash.

If you click into the Events Billboard in game you’ll be able to see the current events.

So the Developers sent an in game announcement that the State vs State due to begin on Monday (Dec 1st) has been replaced with SOTF again. They’re currently working on some fixes and fine tuning the SVS mechanics so no states will have the SVS as expected.

So if you win the prep stage you keep your state Governor, they can transfer it if they wish to another player but they must be in the same alliance (mega usually).

If you lose the warfare stage then the Governor is automatically awarded to the previous Governor. This can then be given to another player as long as they’re in the same alliance (again mega usually).

The Governor can then return to their own alliance as Gov.

That’s no problem. It’s only if one state wins both the prep and warfare stages that the losing state will no longer have a Governor until the next Capital Clash.
