Training fragments can only upgrade the hero rank or the skills, fragments who doesn't have in the name "(training fragments)" can also unlock the hero, you can't unlock it with training fragments, this was a serious problem who lead players to shop package with previous collaboration event with Terminator 2, for unlock T-800 SP OP, and they was buying training fragments and complying who couldn't unlock it, lucky this time we don't have this problem since everyone could unlock Heather Mason from the start, by the way hopefull this answer to your question.
Fragments = can unlock the hero and upgrade rank and skills
Training Fragments = can only upgrade rank and skills and can't unlock the hero

To add to my last message, since we are talking about normal g7 and not limitless g7, as all other normal hero you will need 120 x5 fragments + 70 x5 + 30x5, then there is the 20x5 if i recall good and the 8x5 in any case should be something around that number 1300 and some more probably even close to 1400, i can't find the exact number with a chart but should be around that, more or less.

Right now there is a good pack who give 10 fragments of Heather mason for 99 diamonds, every 4 hours and only 1 can buy it so you should be faster than others in the "frenzy flash offers : black friday" section of the shop, and the pack of 25 mega vendor spin for 199 diamonds in the same section but this can be bought from 2 players, if we talk about the shop that are the best pack right now actually, honor mention to the pill for awake x1 at 99 diamonds, also that only one players can buy it every 4 hours, so also for that you should be the fast one who buy that pack.

In one state I was tasked with building plains hq and towers heading out as my r5 needed to sleep. I built hq and started building tower, got around 10 built. Then my r5 logged on, said it was in the wrong place and demolished it all.

I never placed a single tower again after that 😂

My state always chooses "No", although our only merger, which was a couple of years ago, was quite calm and peaceful The prospect of rebuilding the map is a little scary
