Dino best way to get materials for free and generally quite easy to do.

There's no such "worked harder" in this as all you do is solo or rallie, you can set up a rallie to gain more points if play smart, but it doesn't come down to that usually, more just whoever spent most to be stronger in first place and who dont even need rewards

Afterall, if a f2p was to join their alliance leads rallie they would gain more points than if they we're to solo or rallie themselves.

Should they be punished for doing the smart thing to gain points?

I had similar case once with getting 5 alliances (5-9) out of 971 to get it out of leading, after getting extra people coming later roughly for ~1.5 alliances they again turned into leading tho they didn’t have as many people as before we left

It’s crazy. And incredibly unfair. Everything is being released so fast in new states and people get irritated and quit. Our state is only close to a year old and only 2 active alliances left. But no one can transfer in at all because the migration limit goes from 300m to 60m and govs only get 5 invites.

Use the xp to max the most basic ones to level 80, after that you appoint them as trainers in the hero precinct and assign heroes to be leveled to the highest available level.
