if you hover over the resource it tells you where it spawns, they are scattered throughout the plains and they also come from the grineer locked containers at their camps

its tied to enemy level specifically, and theres zones on the map that mark enemy difficulty/level. also activating a high level bounty before iradite searching makes it easier as well
