This would be done by sending a player a request to trade skins for example player 1 requests to trade 5 epic skins for 1 legendary skin, player 2 reviews the trade request and decides whether to accept or decline the offer. There would be an option to block a player if they are requesting to trade to much. A small part of this feature would also include the option to temporarily or permanently trade skins this would add some flexibility into the feature and make it better. One last thing that could be added is a if a player asks another player for legendary skin it would require a minimum of 5 epic skins to be put into the trading pool by the player in order to trade
