No. That's not what you expect.

What you expect in a job is the opportunity for advancement when you do that job. The casino is basically impossible to break out of the cycle unless you get incredibly lucky or support from others. If you are already low rank and poor you'd have to campaign hard for fundraising. These things aren't really comparable though.
This is more like the rich defending why they should pay less in taxes and stuff simply for being rich and that a proportional one would be unfair.
All this Clan system does is reward people for already being here. The goal of something in the server should be to be accessible to the community as a whole, not just continuing to give the same people more special privileges.
