Rarely anyone writes in hexadecimal or binary unless they are writing in assembly and rarely anyone write in assembly excluding device manufacturers. The closest lowest thing to assembly is either an HDL which is different paradigm but can essentially do the same powerful things or C which is one of the closest high level languages to assembly of any architecture.

C++ is not the objectively best language, some languages are better for certain things but C++ is a pretty low-level language (only a few important layers of abstraction from Assembly) so it can do everything. But doing something just because you can is never a good idea. Don't write an entire OS in C/C++, don't try to write an entire website. Only use it for servers when you actually need the performance boost.
