making them reproduce slowly would cause them to more than likely die out faster but if they reproduce too fast then everything gets destroyed

Bandits could make small camps (have a cap so they don't become kingdoms instead) and build boats or send troops to attack villages to gain more loot. If they gain enough loot they would retreat.
