Had an idea while playing Maly's excellent Tamriel map that would be sick. It takes a lot of micro-managing trying to make sure every city isn't destroyed in a war. The idea is to be able to paint regions that spawn certain subspecies who build cities within those designated regions. Some good traits to aim for, off the top of my head:
